Amanda Waller has him in a vast underground "storage" area with other not from this universe/dimension beings. The huge room she's walking through is just a build up to the bigger reveal that A.R.G.U.S. Is holding Darkseids daughter.
Hey, in addition to Pariah, Waller's holding Krakkl, Wally West's "imaginary friend" from Grant Morrison and Mark Millar's mid-'90s run on The Flash! And speaking of Wally: at the top of p. 6, when Cisco is caught on camera in the middle of a vibro-spasm, his hair appears suspiciously... red.
I'm calling it now, folks: when Wally West finally makes his grand entrance into the New 52 DCU, expect it to be in the pages of VIBE.
I'd give it a buy-row. For the buy, I liked it and its made me want to buy the next issue. I liked the "storage" room (forget what they actually called it), intriguing for all the possible characters that may get added to the team. I noticed they particularly focused on Gypsy. Not sure why???
The -row because I can't decide whether to buy issues or wait for the trade.
Actually enjoyed this a lot more then the new JLA - which I'd give a standard borrow.

Are you serious? Krakkl appears?!?!? That 3 issue arc is my favorite comic story of ALL TIME. You just got me to buy this issue
I bought it off of comixology after hearing about the cameo scene and was surprised by how much I enjoyed the whole thing. I gave it a high borrow but I'll keep getting the issues.
So, I'm curious why this prison exists. Are these all intruders from other dimensions? Does that mean Gypsy has intruded from somewhere else?
Will Vibe be sent after Huntress and Power Girl at some point? Why is Pariah in there? Was there some Crisis event in the past, or is this a set up for something more worrisome in the future?
It's possible, and probably more likely, but you never know. Why go through the trouble of obscuring him then? Unless they want people to THINK it's Wally. In which case DC knows just how much we want it and are teasing us a few times to lead up to the REAL big reveal...
But here's how I see it, they keep comparing Vibe's powers to Flashes. They pit Vibe against Flash should the Justice League ever go rouge. The 'Vibe' title is most closely connected with alternate universes. They tease a kid flash encounter/team up for issue #3 of 'Vibe'.
HOWEVER
They blurred out Bart.
Why is that a big deal? Because Geoff Johns has a huge role in the title. He worked prominently with Wally. He is at the helm of DC. He KNOWS the entirety of DC fandom want's Wally back (for the most part). So they pit Vibe against Kid Flash (Bart) but obscure him to make people THINK it's Wally. AND they HIDE Bart on a gatefold cover for DC WTF (in which DC promises a few SUBSTANTIAL "What the F#*&?!" types of moments).
DC knows that we want Wally back. So they're teasing us.
Building up into the final reveal. Possibly in "climactic" moment at the end of a supposedly "big reveal" type of issue?
Even if not, 'Vibe' has the biggest potential connection to Wally West. No doubt."

Any other Vibe-rators out there that want to share their Vibe-rating?

It looks like Murd was right, the Vibe book very well may be the vessel that heralds the return of Wally West to the DCU....maybe.
