Need to commision some art (where to look, what to expect to pay, etc.)

I need to to have some original artwork done up for a couple of different projects (one splash page like, the other just a character done up in something similar to the style of the X-Babies, but maybe a bit older). One project - the one that I need to have done sooner rather than later (the X-Baby-ish style) - would be of a superhero character from a movie from the 60s that very few people have heard of. The other would be much further down the line and of some original characters.

Problem is is that I have zero clue as to where to even begin to look online for this sort of thing? DeviantArt? Here? Any other message boards? And what should I keep in mind re: pricing?

If anyone's got any ideas/advice/suggestions, I'd be super grateful. Thanks!
