I have absolutely no idea who the two dudes in the back of the group are (with the eye masks).
It is driving me crazy. I need to know. Kurt Schaffenberger artwork?

Definitely Schaffenberger, and the two masked men were Nightwing and Flamebird, the heroes of Kandor, the bottled city.
