Actually, I have heard the term used before. I've just never understood it, and anytime I've heard it used in the past it was used in a derogatory fashion, so I don't use it myself.

I believe that the pejorative is Jughead Legion. I for one found that the Jughead era was the one time in Legion history that I was so utterly underwhelmed that I dropped the title like a hot rock. That's not to say that I didn't somewhat cheer at the cancellation of the most recent series.

ETA: Yes, they look like Jughead Legion costumes.
WIth those collars, they also look like they belong in the New DCU.
My recollection of the early Legion issues is that there was little to no linking element between the Founders costumes.
I would have preferred they kept to the original yellow and black color scheme.
