According to Deadline
http://deadline.com/2015/08/dc-comics-powerless-comedy-series-nbc-1201499139/The project evokes NBC’s signature comedy series The Office, but with superheroes. Based on characters from DC Comics, Powerless is a workplace comedy set at one of the worst insurance companies in America — with the twist being that it also takes place in the universe of DC Comics. The show is about the reality of working life for a normal, powerless person in a world of superheroes and villains.

Amusing, but as presented, not a concept I see having a lot of story potential beyond a few episodes.
My initial opinion though is that this is one of those things that causes the general audience to get sick of super hero stuff and leads to the eventual bursting of the bubble.
An early cancellation (if it does ever does become a series) may make studio suits jumpy about more super hero stuff though.
Of course it could be great, last 10 years, and win multiple emmys.
This sounds like a one-joke pitch. There must be more to it, but from was was written, it sounds very weak.
So why are you doing it?
No, wait. It's because that's what I copied and pasted.
While it was originally sold as a workplace comedy set at an insurance company, dealing with the lives of average people living in a super-powered world, now the entire show has been retooled and rewritten to make it less of a clone of The Office. The show is now set in a branch of Wayne Enterprises, developing tools to protect citizens from collateral damage from superhero fights.

I can smell it from here.
More like "Humorless".
Promiseless?
Staying Powerless?
I finally gave in to my morbid curiosity and watched this mess.
Just... just... wow.
