This is one of those projects that I don't really know who it's for.
A manga reader is already served well for superheroes with the likes of My Hero Academia and One Punch Man - books whose success any US superhero publisher should envy.
And I can't imagine this would be anything a current DC comics reader would want. Part of the appeal of superhero universe is the inter-connected-ness, while this ostensibly looks part of the DC Universe, it is still sitting outside of it.
If I had to guess, it exists to promote the DC movies in Japan? And was a cheap enough option to offer to completionists in English.
