Even though it kind of seems like what was already said, and slightly unhelpful, there are times at $0.50-$1 sales that I buy a bunch of stuff... almost always it just ends up being more stuff. Occasionally I'll pick up a full miniseries run that isn't in trade form or fill gaps in runs or one-shots. That or I will go for the super oddball or bizarre, I usually buy at least one completely unknown book based on a cover or something that draws me to it.
Posts like these depress me. My LCS has a huge back issue catalog (mostly recent stuff). I don't understand why they never have sales on that stock. They also seem to have the same trades and hardcovers that never move. They did start a discount bin, but there's never anything in there that's appealing.
I would set a cap on money you'll spend. Otherwise you'll end up getting more than you wanted. However, you'll end up getting more than you wanted!

Like @Wetrats said, get what you like.
Last FCBD i got issues 1-4 and didn't hate them so that should be what you look for on FCBD every year
