That’s Paul Reinman, pencils and inks. He’s probably better known as a frequent inker of Jack Kirby during the late ’50s/early ’60s than as a penciler, even though he did a ton of penciling (he usually inked himself) in the ’40s and ’50s.
But, yeah, I’d say there was a Toth feel to the page, though more of a Toth meets Ditko.

And that’s Dick Dillin pencils with Chuck Cuidera inks. Cuidera was working on Blackhawk when it was still with Quality, and when they went out of business and DC bought their characters (primarily to obtain Blackhawk), Cuidera followed along with the book.
We had a splash page thread a couple of years ago, and the first pages I posted in it were, in fact, Alex Toth splashes. I don’t want to repeat myself, but the images of my first couple of posts have disappeared now, so here’s Toth’s splash to “Death Flies the Haunted Sky” (from Detective Comics #442—both the original and printed artwork.
