There's no credit listed for the cover artist, but it looks to me like Marie Severin.
I think it's actually Bill Everett, but it could be Marie Severin. And she probably designed the cover at the very least. She was still doing a lot of that at the time.
It's even likely that Everett pencilled and Severin inked it. They collaborated on a lot of covers during that period. Usually, they signed them with a stylized '7' somewhere on the cover.

I’ve actually read this story. Unfortunately, the werewolf is not giant—just normal-sized. Many people have thought it to have been drawn by Matt Baker, but it seems to have been drawn by Frank Giusto, who was a good friend and sometime assistant to Baker.

Said girl, BTW, is one of the most beautifully-illustrated I've ever seen.
Alas, the werewolf’s tale is a tragic one. Just as Professor Drago (our intrepid lycanthrope) hypnotizes Gail—the fianceé of his assistant (the blond guy)—into falling in love with him, the savage moon betrays him. His transformation snaps Gail out of her trance, and as he is about to pounce, the assistant and the local sheriff shoot the poor lupine professor down (sans silver bullets, if I recall rightly). It’s right out of Romeo and Juliet, I tell you.

The giant head looks a lot like the Pez Witch I just got the other day.
I love the beard on the magician. I wish mine would grow to a nice point like that. But sadly my facial hair is super curly :'(
