You're correct. It was confirmed at Hitflix that it is indeed Serkis doing the narration. They haven't confirmed his role in the film, other than it will be brief, but pivotal.

I've read about 15% of the way into Star Wars Ring Theory, but I really hope that Lucas knew that he was doing it and that Abrams, Kasdan, and Rian Johnson are at least aware of it, if not told by Lucas about it.

However, I hope Abrams, Kasdan, and Rian Johnson are aware of it and largely ignore it.
I had noticed the overall structural parallels, if not their crazily meticulous nature, and I feel that that meticulousness is part of the problem with the prequels: there is so much emphasis on structure, that there is very little room for spontaneity (or life).
Even by the time he was making Return of the Jedi, you can feel Lucas working very hard to repeat and scale up motifs from Star Wars; in the prequels, this affectation becomes increasingly heavy-handed and ultimately strangles the series.
I'd contend that it took the far more anarchic and sprawling Clone Wars (both series) to breathe life back into the setting, much as the anarchic and sprawling novels had done several years before.
I THINK it's just using the line from the original trilogy. Plus some new content...but I'm pretty sure it's re-purposed old audio being used to keep things vague for us.
