BKV is enough for me to get it, but I'm not well versed in Doctor Strange and that's why I'm a little stand-offish.
It’s not a very typical Dr. Strange story, and you don't really need to know much about the characters. It's not a continuity-driven story. Without giving too much away, it focuses more on the Doctor than the Strange.

Did Quantum and Woody end with any closure, or did the book get cancelled before any loose ends could be wrapped up?
I have no idea. I've never been able to get in to Valiant.
It's been a while since I read the end of Quantum and Woody but I don't think they had a chance to wrap it up. From what I remember the whole line just stopped.
For anyone who hasen't ready Quantum and Woody but was a fan of the old JLI, try it. It didn't last as long as JLI but just as much fun (well I thought so)

As I am sure you have noticed, Comixology has had several sales over the past several months for all of the Valiant titles. I have been picking them up that way and overall am enjoying them all. The price doesn't hurt either if you have any curiosity in them.
